Will was willingly recruited alongside Karen into the Masked Man's service. His Japanese name, Itsuki, could originate from 月 (tsuki, moon, as the moon is often a symbol of mysticism (he also resembles the Sailor Moon series' Tuxedo Mask somewhat)), 一 (itsu, one, as he's the first Johto Elite Four member), or 偽り (itsuwari, lie, as telling convincing lies requires a lot of intelligence). The name Will comes from willpower (mental strength and determination) and possibly, maybe also due to his theatrical battle style and effeminacy, playwright William Shakespeare (in Shakespeare's era, the roles of women were also played by men). Usually, Will makes silly expressions, which is reflected onto his battling style, believing battles should be for one own's fun. He is also shown to be inherently cruel to Green, victimizing her due to her ornithophobia. Will has a peculiar personality, as he was inducted into the Masked Man's criminal organization of his own free will alongside Karen. He wears pink pants, with black derby shoes, while a frilled white cravat is present on his neck.

He wears a black sleeveless tailcoat-like vest, with a pink tuxedo top underneath it, while the vest sports two rows of double brass buttons, with a gold line between them. He wears a tight domino mask that covers his eyes and the space between them. Will has lilac hair that falls over his left eye, while a bang frames his right eye. Will wears a maroon suit, with a dark vest, and a red tie. Will is a mysterious man, who has Lilac hair, and wearing a suit, posed with a lot of energy.
